Introduction
From BikeOff Parking Standards Consultation
The purpose of this WIKI is to consult with cycle parking stakeholders to review available advice regarding bicycle parking provision. The aim is to combine stakeholder knowledge, expertise and experiences to generate best practice cycle parking provision guidance.
The advice contained in this WIKI provides a starting point for consultation. It represents a “best of breed” generated from a review of a representative sample of bicycle parking standards published on the internet and elsewhere. Topics considered include: the types of facilities that might be provided, the size of facility that may be required, their placement, promotion, management and so on.
The documents reviewed cover a variety of issues, but the following points capture the spirit of the aims of the different authors, and of this best of breed document:
- The parking standards contained herein are intended to encourage bicycle usage, this is an important element for progressing policy aims to reduce the dependency on automobile use and associated greenhouse gas emissions.[1]
- By indicating to the public that cyclists are welcome, cycle parking facilities act as a message to motorists to consider cycling in the future.[2]
- Appropriate cycle parking provision is required to raise confidence in, and encourage more cycling. This provision must also be sufficient for targeted increases in local cycling numbers.[3] Failure to meet cyclist demand and requirements means [that] other forms of transportation will be substituted. [4]
- The purpose of these documents is to assist with, and provide advice for, the selection, placement and management of appropriate bicycle racks. The aim is to create a common framework to provide a normative range of points to be considered when designing, planning and implementing high quality bicycle parking facilities. [5]
- The documents set out to answer critical questions such as what is needed, how much to provide and where to get cycling parking from. They also outline a range of complementary measures that will help encourage cycle usage, thereby maximising the return on any investment in cycle parking.[6]
- The documents are intended to be used as a guide, illustrating best practice and how to avoid costly mistakes. Discretion and professional judgment should always be exercised however in the application of such guidance, specifically through taking account of your local needs.[7]
- Cyclists require safe and secure places to park their bicycles. A key ingredient to an effective bicycle parking program is to specify high quality, secure bike parking.[8]
In specific relation to the cycle parking equipment, the documents consider:
- the principal requirements for design
- the equipment to be used
- how this equipment is to be installed.[9]
